Research Of Multiple Govermence About Guangxi Coastal Mangrove Wetland Resources

Mangrove is one of the main resources in Guangxi. In the 1990s, a national mangrove nature reserve called Yamaguchi nature reserve was established. The government attaches great importance to the protection of mangroves and recovery work, especially the nature reserve of mangrove is central to the government’s ecological protection object. Governments at all levels invested a lot of manpower and material resources on the sustainable development of the mangrove forest, but still did not reach the best governance effect of mangrove, the reason is that the government is basically only the governance body of mangroves. The government must carry on the management of mangrove resource which is the public resources, but the government is not everything. As a single body of governance, government has its limitations. Therefore, multiple subjects involved in the governance of mangroves, make up for the inadequacy of government that is the demands of a new age and is the only way for the sustainable development of mangrove. Polycentric governance and good governance theory is presented in this paper, through studying multiple subject participation in the mangrove wetland resources management present situation and running mechanism, we found that the community residents and enterprises is passive participation in governance, and their enthusiasm on governance is not high, the governance function of multiple subject is absent; besides mangrove management operation mechanism is not perfect. In view of the current situation of mangrove forest management and difficulties, the author put forward a multiple governance system of a benign interaction management, combining with the experience of mangrove forest management both at home and abroad, based on the perfecting mechanism including coordination and cooperation mechanism, the legal system, the long-term incentive mechanism, supervision and maintenance mechanism, ecological compensation mechanism, multiple subject should carry out their respective functions to maintain and manage mangrove wetland, and make the management of mangrove eventually from multiple governance to good governance.
