Panshan Mountain Area is an important mineral water source region in Ji County, Tianjin.The production of mineral water developed rapidly recently. The mainly utilizations isagriculture irrigation, industrial production, tapping water and bottled water, etc. It is hugeresources waste for using the drinking water of high quality on agriculture irrigation andindustrial production.The development of Panshan mineral water source region has been more than10years.The unscientifically utilization and water pollution has become the choke points of itsindustrial development. This paper evaluates the mineral water resources and calculates thedevelopment potential, through the analysis about the hydro-geological characteristics andgeological environment in Panshan mineral water source region. With the System Dynamicmethods, the research about macroscopical adjusting and control of mineral water resources inPanshan Mountain Area is carried out. The optimal planning is put forward in this paper.The catchment area of Panshan mineral water source region is112km2. It is a singlehydro-geological unit, which including3water-bearing structure. The main recharge is theprecipitation from the exposed or semi-exposed area of granite in Panshan. The total mineralwater production rate is395.84×104m3/a,for utilization on agriculture irrigation, tapping waterand bottled water, industrial production etc.. The dynamic monitoring shows the medium overexploration due to the unreasonable allocation of the mineral water resources development inthis region.Three optimal collocate projects are designed in this paper. Until2020, the economicoutput of the water source transformation is2.4times of the maintaining status quo and1.5times of the water-saving treatment. Furthermore, some measures of water saving and sewagedisposal system improve the efficiency of the water cycling utilization in system. This realizesthe ecological effect of the water sustainable utilization. The integrated methods, both thescientific investment and the substitute of water source, are used in the water sourcetransformation. So the water source transformation is the best optimal collocate project.
