The eco-environment of the river basin is the foundation of economic and social development. It is an important way to implement continuous developmental strategic to proctect the eco-environment and improve the quality of the eco-environment. The Fuxi River Basin is experiencing more and more serious eco-environmental problems in recent years with the development of industry and agriculture, such as deforestation, water pollution, air pollution, and so on. At present, although the local strengthening supervision and management of ecological environment, ecological environment also faces the serious situation. Thus, an eco-environmental application system that is based on Geographic Information System(GIS), database, and computer network technology is presented. The system provides a scientific data basis and decision support for the work of protecting the eco-environment.The establishe of the eco-environment database and the design and implementation pf the eco-environment application system have been widely studied. The contents and results of this study are mainly as follows:1.According to the ecological and environmental status of the basin, the eco-environment database was established based on the data scattered in various primary departments. It can realize the integrative storage of attribute data and spatial database on SQL Server and ArcSDE technology. It is used to store and manage multi-source eco-environment effectively.2.According to the system’s requirements, the eco-environment application system can be developed base on the C/S mode which effectively combines the C# language and the spatial analysis technology.The function design of system includes the spatial and attribute data query and management. It also implements some analysis functions that focus on the eco-environment combined the reality, such as data management, spatial-temporal analysis, and visualization. Meanwhile, the program also provides a convenient way for users to process and analyze the eco-environmental data. The program can be used to analyze the temporal and spatial changes of water quality, the dynamic trend and degree of land use and land cover changes, the correlation between each element based on the Spearman’s rank correlation. By analyzing the relationship between the enc-environment elements, this thesis revealed the change rule of the eco-environment in the basin, and to solve the problem of the system planning that cannot be sovled by isolated information.3.According to the requirement of the system, this thesis also develop the server sharing platform. The platform based on B/S(Browser/Server) which is developed by Java 2 Platform Enterprise Edition(J2EE) and WebGIS technology that can provide an exchange channel between data processor and other users who care about the eco-environment of the Fuxi River Basin. Users can use the platform to download the processed data, view the ecological environment situation, and even can provide some suggestions to the data processor.
