As a significant part of the construction of the"Digital Earth", the construction of the "Digital City" gains has become a hot research topic. Building an urban public information sharing platform based on network is the basis of the "Digital City". And it is an inevitable trend of improving the level of city management and the degree of information. At the same time, it is benefit to improve the utilization of spatial information, and strengthen the scientific management level as well as the macro decision-making ability of the various departments of the city. Finally, achieving the information of spatial data and The industrialization of the Geographic Information.In this paper, by reviewing shortcomings and trends of urban public information sharing studies, we exploit and discuss the framework of designing the urban public information sharing platform. Take the "Digital Kashi" public information sharing platform as an example, detailes about designing and implementation of urban public information sharing platform framework are present. Firstly, the standard system on urban public information sharing is discussed and the standards about the "Digital Kashi" metadata are proposed. Base on the standard systems, standardization of the shared data are performed and "digital earth" spatial dataset are constructed. Secondly, on the basis of the study on the framework of public information sharing platform with ArcGIS Server, the "Digital Kashi" public information sharing platform is constructed. Users can have access to the "Digital Kashi" shared service system through one-stop portal and the data sharing services are provided. Though the "Digital Kashi" public information sharing platform, the map manipulation and GIS spatial analysis functions are available and thus the sharing services of public Kaishi information are almost possible. Finally, merits and drawbacks of the "Digital Kashi" public information sharing platform are discussed and the corresponding solutions on the basis of framework proposed in this thesis are presented.
