The quality and efficiency of meteorological transmission system is one of the important factors that influence people to obtain real-time meteorological data. Short message communication system based on Beidou satellite system, can greatly improve the coverage and timeliness of meteorological information distribution. It is an important supplement of traditional meteorological information distribution system. However, the data amount of a piece of meteorological information often exceeds the transmission capacity of one short message. Therefore, long meteorological information must be divided into multiple packets and sent multiple times. But the more data amount of a piece of meteorological information are, the more the packets are, the longer time to send a complete meteorological information, and the lower success rate to receive a whole meteorological information.In order to solve the above problem and meet the requirement of portable and intelligent system of meteorological data management platform, on the basis of further study of the embedded system,a transmission and management system of meteorological data based on satellite communication and embedded system is designed. Based on the fixed bit length packing encoding and the run-length encoding (RLE), a hybrid compression encoding algorithm is designed to improve the efficiency and success rate of meteorological data transmission, and reduce the transmission cost of satellite communication. A design of hardware and software for meteorological data compression transmission platform realizes the hybrid compression encoding algorithm. At the same time, the meteorological data compression packet is transmitted from Beidou user machine to Beidou command machine, which ensures the communication between meteorological data compression and transmission platform and meteorological data management platform. System not only build the embedded system development environment, but also uses Qt graphical user interface development tools to design a set of interface implements, and gives the process of meteorological data package receiving, decoding and managing. A method of meteorological data storage in form of file system is constructed to realize the functions of real-time data storage and historical data queryThrough the running test and evaluation, the compression algorithm proposed in this paper can effectively improve the efficiency of meteorological information transmission, the data transmission efficiency has been improved at least 3 times. Under the meteorological information transmitting agreement, the structure of system is simple, low cost, and will improves the transmitting success rate. Real-time weather data display and management function can be realized efficiently with the meteorological data management platform, which can ensure the timeliness and accuracy of meteorological data, and provide a good weather service for the public.
