Confirming the quality, the quantity and the location of eco-land are basis for its management and protection. The implementation of ecological protection has no laws and regulations to rely on for that the "eco-land" has not been included into Current Land Use Classification and that there is no special eco-land planning system, which is a barrier to ecological protection. Based on this background, eco-land was defined and classified to match the current land use classification on the basis of former researches. In this paper, eco-land was classified into 13 second-level land types and the adjusted current land use classification has 8 first-level and 46 second-level land types; Taking lushui county as a study area, this paper selects 4 indexes(land of geo-disaster avoidance and land prevention, land of water security, land of highway protection and land of bio-diversity protection) to evaluate eco-land importance and 4 land indexes were overlaid to figure out importance levels and location of key eco-land with natural breaks classification method based on GIS. The key eco-land was divided into 4 levels:core eco-land, ancillary eco-land, transitional eco-land and non-critical eco-land, among which the core-area mainly located across the Nujiang where human interference is serious and the importance of geological disaster avoidance and land protection is pivotal. Research conclusions:the plan results of eco-land meet its functional characteristics well. Human interference area need strong protection and maintain the status quo of the left; After eco-land planning, local land was optimized based on the factors of slop and elevation to protect the environment. The relevant optimization model were adopted in different area:where the elevation is more than 3000 metres, between 2400 and 3000 metres, below 2400metres. And the final map of optimization model show that the optimization results correspond to the eco-land planning results well.
