Accurate calculation of CO2emissions of every province in the process ofeconomic development is the basis of the analysis of regional energy and environmentalefficiency and the regional energy-policies making. In this paper, we developed the ideaof Chinese provinces fossil energy CO2emissions estimates from energy terminalconsumer perspective. Based on power system carbon emission flow theory, a newmethod is put forward, considering secondary energy’s provincial trading, especially thedomestic electricity market transaction based on the regional power grid structure. Dueto the serious imbalance of domestic energy resources distribution and energyconsumption, there are a lot of secondary energy interprovincial transactions. Themethod put forward in this paper is more accurate than the traditional modus which onlyconsidered primary fossil energy consumption when calculating every province’s energyCO2emissions.Based on the accurate calculation of30provinces in2005-2011,the paper hascarried on empirical analysis of the influence factors of provincial CO2emissions, usingof panel data. These influence factors includes energy intensity、the industrial level、theurbanization level and Per Capita GDP and so on. The results show that industrialstructure has positive impact on CO2emissions,but the relationship betweenurbanization and per capita carbon emissions is complex. An inverted U-shapedrelationship is found between energy intensity and per capita carbon emission.
