Energy is an important material foundation of survival and development for our society and one of the most basic elements for promoting economic growth. Currently, China is in a stage of rapid development, which is closely linked to energy consumption. However, consumption of a lot of energy including carbon will directly contribute to global warming and ecological deterioration of the environment, which has posed a serious challenge for human survival and economic development. Combating global warming trends by reducing carbon emissions becomes the same goal of the global governments. Therefore, this paper researches the topic related to the level of carbon which has an important theoretical and practical significance for response to global climate change.According to the size of the average annual carbon emissions of China's provinces in the latest decade, this article divides the whole country into severe emission regions, moderate emission regions and slight emission regions. On this basis, this article analyses descriptively the regional differences of carbon emission in the three regions from the three aspects of the total carbon emissions, per capita carbon emissions and carbon emissions intensity, the results show that the total carbon emissions is the largest in the severe emission regions, the second largest in moderate emission regions and the smallest in slight emission regions; the per capita carbon emissions are also the largest in the severe emission regions, and have little difference between moderate and slight emission regions; the situation of carbon emissions intensity is similar to the total carbon emissions. For the change trends, the total carbon emissions and per capita carbon emissions in three regions are gradually increasing, while carbon emissions intensity is gradually decreasing and the gap of the total carbon emissions and per capita carbon emissions is widening in severe emission regions and moderate emission regions, while the same gap is narrowing in moderate emission regions and slight emission regions. The gap of carbon emissions intensity is stable in the three regions. On the basis of the differences of level of carbon emissions in the three regions, this article analyses empirically the influence factors of carbon emissions intensity in the three regions by building the panel data model. Results shows, energy consumption intensity and level of economic development are notable and common influence factors of carbon emissions intensity in the three regions. The energy consumption structure and population size are also notable and common influence factors of carbon emissions intensity in severe and moderate emission regions. The industry structure only has a significant impact on the carbon emissions intensity in the slight regions. Then, the article inquires into the relationship between carbon emissions intensity and the common influence factors by building the cubic curve model from the perspective of the country. The results shows that the relationship between the carbon emissions intensity and energy consumption intensity is "N" type and the relationship between the carbon emissions intensity and level of economic development is similar "inverted U" type.Lastly, this article puts forward the appropriate policy recommendations for each region on how to reduce carbon emissions. For severe carbon emission area, we can reduce carbon emissions size by adjusting energy consumption structure, raising the economic development lever and reduce the population size. For moderate carbon emission area, in addition to the same measures with the severe emission area, we can also reduce carbon emissions by reducing energy consumption intensity, that is to say, to reduce the energy consumption intensity by reducing the total carbon emissions, and thus reduce the carbon emissions intensity further. For light carbon emission area, in addition to reducing energy consumption intensity and improve the strength level of economic development, we can also reduce the carbon emissions intensity by optimize the industrial structure.
