Since the industrial revolution,the global economy has entered a rapid development stage,although industrialization and urbanization simplified human survival and promoted human development,but they are all achieved at the great expense of environment.The consumption of enormous energy resources to promoted economic development,however,it further deteriorated the global ecological environment,at the same time it brings more environment issues such as global warming,glaciers melting leads sea level rise etc.A large number of studies show that the accumulation of greenhouse gases in the atmosphere is mainly driven by carbon dioxide,which is the main cause of global warming(IPCC,2000).Carbon dioxide emissions is not only a problem of environmental pollution,but also a problem of economy.With the rapid growth of China's economy,the corresponding of energy consumption continues to increase,which makes the further increase of carbon dioxide emissions.Although the overall energy intensity decreasing,energy efficiency is improved at the same time,however,there is still a wide gap between the energy efficiency of China and other developed countries in the world,economic growth is still rely on consuming a lot of energy,which resulted in carbon dioxide emissions remain high.Therefore,it is urgent to analyze the relationship between economic growth and carbon dioxide emissions.On the other hand,China has vast territory,there are differences in different regions of the population,economy and technology,resulting in the carbon dioxide emissions varies in different provinces and cities as well.It needs to be discussed the regional carbon dioxide emissions in our country.The study focuses on the regional influence factors on carbon dioxide emissions and the specific functional relationship between carbon dioxide emissions and per capita GDP.Therefore,the research on this problem is of great significance to the development of environmental policy of energy conservation and carbon dioxide emissions reduction in China.This paper selects economic and energy data of 30 provinces and cities in China from year 2004 to 2013.First,this paper calculates the Theil index of the whole country,eastern region,central region,western region.Decomposing the overall Theil index,analyze the regional difference and inter-regional difference of carbon dioxide emissions.After that,it constructs panel data model in the eastern,central and western regions respectively.This article analyzes the relationship of the carbon dioxide emissions and its influence factors in different regions.The influence factors include GDP per capita,energy consumption,population density,fixed investments and urbanization rate.At last,this paper construct environment Kuznets curve model for eastern,central and western regions,and test the relationship between economic growth and carbon dioxide emissions in different regions.The results of this study show that,the inter-regional difference in these three regions all greater than the regional difference,and the inter-regional contribution rates are all greater than the regional contribution rate.From year 2004 to 2013,the overall carbon dioxide emissions difference is mainly from inter-regional difference.Regional Theil index has two stages of characteristics,rising from year 2004 to 2011,decreasing from year 2012 to 2013.This illustrates that energy saving and emission reduction policies in 2011 has effectively reduced the amount of carbon dioxide emissions,and reduced the regional difference of carbon dioxide emissions.Among them,the 2012 overall differences is the maximum,the 2013 overall differences is the minimum.The panel model test results show that the impact of influence factors of carbon dioxide emissions in the eastern,central and western regions of China are different.The impact of GDP per capita,energy consumption,population density,fixed investments and urbanization rate to carbon dioxide emissions in eastern region is significant;in the central region,only the impact of GDP per capita,energy consumption and fixed investments to carbon dioxide emissions is significant;in the western region,the impact of GDP per capita,energy consumption,population density and urbanization rate is significant to carbon dioxide emissions.This paper tests the relationship between carbon dioxide emissions and GDP per capita,the result shows that the relationship between carbon dioxide emissions and GDP per capita is nearly N-shape in the eastern,central and western regions.In the time of the stationary point appearance view,the stationary point of eastern region appears between year 2007 and 2008,the stationary point of central region appears between year 2008 and 2009,the stationary point of western region appears between year 2009 and 2010.That explains the policy of reducing energy consumption put forward by "the,11th,five-year,plan" played its role effectively.According to the conclusion of this paper,it is necessary to implement the strategy of regional governance in China,and to adopt the appropriate policy measures of economic,energy saving and emission reduction in different regions,and to implement the corresponding policy of carbon dioxide emissions reduction.
