As the pioneer of China, Guangdong province has been developing rapidly in these years.People’s living level improved highly with the economic growing. However, in the context ofrapid economy development, Guangdong Province, is not only faced with the grim industrialrestructuring pressures, but also faced with environmental resource constraints. Therefore,how to promote the sustainable development is an important issue which needed to solve.Based on existing research, this paper, taking advantage of the data of GuangdongProvince and its four regions from2000to2012, measure the environmental efficiency ofGuangdong Province and its four regions under the assumption of VRS(variable return toscale), with the non-radial non-angular SBM model data envelopment analysis method. Inaddition, make regression analysis on the environment efficiency and impact factors withTobit model method. Conclusions drawn:Firstly, considering the industrial development, pollution and emission such indicators,the overall industrial economic growth rate of Guangdong Province showed a decreasingtrend, but its environmental pollution ease obtained by quantitative analysis from2000to2012. Pearl River Delta region, one part of its four components, is in a similar situationwith Guangdong Province, but the eastern region, western region and the mountains areas arein the contrary, that is, with yearly growth rate of rise of the industrial economy, theenvironmental conditions is deteriorating.Secondly, using BCC model and SBM-V models such data envelopment analysismethods respectively to estimate the Guangdong Province’s and its four regions’ economicefficiency values without considerations on undesirable output factors and environmentalefficiency values with undesirable output factors. The results shows: firstly, the efficiencyevaluation without considering emissions is distortion, but SBM-V model method canimprove the accuracy and credibility of the efficiency evaluation. Secondly, environmentalpollution in Guangdong Province creates quite large degree of efficiency loss. Thirdly, PearlRiver Delta region’s industrial economy is not only better than the other three regions, butalso in environmental pollution control is significantly better than these regions, namely theeastern region, western region and the mountains areas fall into the "dual deterioration"position.Thirdly, applying the Tobit model method to research the factors and extent whichaffecting the environmental efficiency of Guangdong Province and its four regions during2000-2012. The analysis results shows, the level of economic development and opening has a positive promotion effect to Guangdong Province and its four regions, and industrial structureand energy consumption levels have a negative impact on them. In addition, the populationsize has the reverse promotion effect, but the location factors have a positive role for the fourregions.Finally, make the overall conclusion on this whole paper, and respectively proposesuggestions and measure on improving industrial environment efficiency of GuangdongProvince and its four regions.
