The Research Of Chinese Regional Environmental Efficiency Differences Based On SBM-VRS Model

With the rapid development of Chinese economy, a sharp increase in energy consumption, in the present stage, our country energy production can’t meet the energy consumption, and there is a serious energy demand, at the same time, In the process of production of waste has damage to the natural environment seriously, as a deterrent to the sustainable development road. In this premise, improving the efficiency of environmental governance has become the only way of getting rid of the shortage of energy, reducing the environment pollution, improving economic development.In this paper, we use the SBM-VRS undesired output model calculate china’s 30 provinces(not including Tibet) environmental efficiency, on the basis of a vast amount of literature at home and abroad, select “according to the three industry employment number”, “fixed capital stock”, “the total energy consumption in various areas” as the input indexes, select “GDP level” as the expected output, “sulfur dioxide emissions” as the undesirable output; research shows that: the average environment efficiency of the eastern region and the northeast area are significantly higher than the central and western region, and higher than the national average level, but the efficiency of environmental in the western provinces is slowly improving, gradually narrow the gap with the eastern region.In addition, we use the Malmquist productivity index model make intertemporal dynamic efficiency analysis from different provinces and different years of our country various regions, the results show that the main factors causing the environmental efficiency growth is technological progress, and the organization configuration technology elements in most provinces is short of standard status, causing total factor productivity index low in the year of 2004-2012.In the finally, according to the research conclusion, separately from the economic level, system level, regional level put forward to different environment management policy, taking environmental regulation policy suit the economic development imbalance of regions, we hope to provide a meaningful mind to the relevant environmental protection department.
