As a booster of economic development,the traditional steel industry has extensive characteristics of high energy consumption,high emissions,and low efficiency.Under the background that China advocates to achieve the carbon peak by 2030 and carbon neutrality by 2060 as scheduled,how Effectively controlling the steel industry to reduce energy consumption and carbon emissions has become one of the important contents of China's energy conservation and emission reduction work.Therefore,this article will scientifically and comprehensively discuss the steel industry's carbon emission efficiency and its impact by constructing an economic-resource-environmental evaluation system for the steel industry.Factors,to provide reference suggestions for promoting the sustainable development and high-quality development of the steel industry.This thesis first uses the Undesirable-SBM model and the GML index to measure the carbon emission efficiency of the steel industry in my country's 29 provincial administrative regions from static and dynamic perspectives,and conducts related research and analysis from different levels.Secondly,the Dagum Gini coefficient is used to study the spatial differentiation degree and the source of the difference in the carbon emission efficiency of my country's steel industry.Finally,considering the impact of spatial interaction,the spatial measurement model is used to deeply analyze the influencing factors of the carbon emission efficiency of my country's steel industry.The main conclusions obtained are as follows:First,the static analysis results pointed out that the carbon emission efficiency of my country's steel industry is generally low,and the overall trend is similar to "M"-shaped fluctuations;from a regional perspective,it presents a pattern of "the highest in the east,the second in the middle,and the lowest in the west".The change trend of the eastern region is basically the same as that of the whole country,which is much higher than the national average.The carbon emission efficiency values of the central and western regions are both lower than the national average.The dynamic analysis results pointed out that during the inspection period,the carbon emission efficiency GML index of China's steel industry was 1.073,technical efficiency increased by 0.5%,and technological progress brought an increase of 6.8%,indicating that the essence of carbon emission efficiency improvement depends on technological progress and the promotion of technical efficiency.Less than technological progress;from a regional perspective,the western region has the largest increase in carbon emission efficiency,followed by the eastern region,and the central region has the smallest.The main contributing factors of the three regions are different.The western region mainly relies on technological progress to drive the improvement of carbon emission efficiency in the steel industry The eastern and central regions are driven by both technical efficiency and technological progress.The decomposition result of Dagum Gini coefficient shows that the main source of regional differences in carbon emission efficiency of my country's steel industry is regional differences,and the gap between the three major regions has increased slightly.Second,both the Moran index and the Moran scatter plot prove that there is a significant spatial positive correlation between the carbon emission efficiency of the steel industry,and the stability is high,and then the spatial Dubin model is constructed.The results show that: industrial structure,endowment structure,energy Intensity and product structure are key factors affecting the carbon emission efficiency of the steel industry.The industrial structure has a significant positive effect on the improvement of carbon emission efficiency in the region.The endowment structure,energy intensity and product structure inhibit the improvement of carbon emission efficiency in the region.Based on the spatial spillover effect,the introduction of external capital has a positive spillover effect on the carbon emission efficiency of the iron and steel industry in other surrounding provinces.Industrial structure,endowment structure,enterprise scale,government environmental regulations,and product structure have significant negative spillover effects.
