As the basis of the ecosystem, land is a necessary production factor for alleconomic activities.The scale effect of land use largely determine the environmentalpressure, determining the environment quality of the area with the fragility of theenvironment itself. Land use overall planning is an important means in the rationalallocation of the land resources, closely related to the ecological environment. Thereadjustment of land size and structure impacts on the environment long-termly,cumulatively and relative irreversibly. Therefore, land use planning should considerthe ecological function, including the environmental issues into the land use planningsystem, amendmentting properly to the land use planning through the planningenvironmental impact assessment, leading to a more harmonious in the land usingand environment building. At present, Chinese national conditions and landenvironment is not optimistic, it is without delay to carry out an environmentalimpact assessment of land use planning. Relatively Chinese land use planningenvironmental impact assessment started late, the theories, research methods are inthe exploratory stage, yet to be developed and improved. Meanwhile, with the rapiddevelopment of China’s society and economy, the land has expanded each year,environmental issues have involved in regional land use planning increasinglycomplex at present. Above all, it has a very important theoretical and practicalsignificance for the implementation of land use planning environmental impactassessment.According to the theoretical foundation and evaluated method ofenvironmental impact assessment of land use overall planning,which should bebased on the adjustment and change of the land use structure and spatial layout,focusing on human activities, that the way, scale and the degree of land use mayproduce some problems for social, economic and environment. Through the EIA ofland use planning to reduce the adverse environmental impacts caused by the landuse overall planning, to provide technical for environmental protection and economicdevelopment, and to supply comprehensive decision-making for the government atall levels and the state, then to make the land use overall planning becoming a sustainable development plan truly.Researching based on the concept connotation and theory research overall landuse planning environmental impact assessment, choosing Dunhuang City as theempirical study, the first stage of text, to analysis qualitatively the layout of thestructure and the target of the land use planning, as followings: compared to the baseyear, farmland, pasture land and the unused land increased by a big margin, thatexceeding the plan is expected, and the remaining land size deviation is less thanzero, the plan does not meet the expectations. Wasteland development has beenreducing, water use tends to be reasonable,yet it has some difference in target beforebetween the actual situation and the land affected by the change of classificationcriteria. Secondly, by comparing to select two evaluated methods, namely theWeighted comparative law and Ecological carrying capacity, it conducts acomprehensive evaluation and analysis for land use planning of Dunhuang City froma macro and micro, integrated indicators and specific indicators. Through Weightedcomparative law,0.1207in2004,0.1434in2010,0.1834in2020; and throughEcological carrying capacity,3.0564million in2004,3.0635million in2010,3.07million in2020.Showing that the land use overall planning is a positive developmenton the environment impact, indicating that the plan is reasonable, but it can not beignored partial environmental impact and the actual change of land use. Finally, toanalysis the assessmental results, then results concluded, to present measures andoptimization suggestions of the planning and mitigating environmental impact.
