Analysis On Environmental Carrying Capacity In Planning Environmental Impact Assessment

Sustainable development is a comprehensive strategy on human social andeconomic development, once proposed is gradually accepted in the world. Theprerequisite to keep the environment sustainable developing is that the effect ofeconomic and social activities must be less than the maximum load of theenvironment which is callde the environmental carrying capacity. Based on thetheory of sustainable development and environmental science theory as theguiding ideology, it analyses the environmental carrying capacity for Kunshan hightech Zone through the quantitative analysis, by studying the relevant research athome and abroad, combined with the district planning for Kunshan high tech Zone,using multi-level analysis and single factor analysis method, selecting theappropriate environmental indicator system and environmental indicators.According to the Theoretical study of the planning and the environmentalcarrying capacity, it rapers the concept, nature and characteristics of theenvironmental carrying capacity, combined with the system of environmentalcarrying capacity index system, comprehensive comparison of variousenvironmental carrying capacity evaluation method,fusing the multi hierarchyanalysis and single factor environmental loading ratio method as the evaluationtechnique.In the quantitative calculation, this paper takes Kunshan high tech ZoneGDP value as the characterization, choosing totally6factors which are waterresources, COD, NH3-N, SO2, energy consumption, city sewage treatment systemas evaluation indices, compared with the current economic developmentscale,exploratory visually environmental carrying capacity, finally it is conclude thatenvironmental carrying capacity is already overloaded.Based on the planning forKunshan high tech Zone from2020to2030, by prediction of ultimate bearingcapacity of the environment.It comes to that the development speed ofenvironmental carrying capacity is far behind the GDP groeth rate. So it can’t bedelayed any more to solve the environmental problems. In view of the presentsituation, according to the proposalsfor "Kunshan high tech district planningplanning ", it puts forward the countermeasures and suggestion for the sustainabledevelopment of environment and economy the coordinated development.
