Xi’an as the third city that positioned the internationalization city in China afterBeijing and Shanghai, its urban transport development model must meet the needs ofresidents travel down to low energy consumption, high efficiency model ofsustainable development for the construction of its infrastructure. In this paper, thelow-carbon transport used as the entry point to analyze the current construction oflow-carbon urban transport inevitability of urgency. Through analyzing domestic andurban low-carbon transport mode, providing the rapid development of Xi’an urbantransportation construction provides constructive suggestions.Based on the city’s various transportation technologies, economic characteristicsand energy consumption, emission characteristics and comparative studies on thestructure of energy consumption and energy consumption of passenger transport inXi’an. Comparing different transportation modes and its energy consumption, and usecarbon emissions IPCC calculation methods to calculated different transportationmodes in Xi’an carbon emissions, while predicting Xi’an carbon dioxide emissions inthe baseline scenario and take some control measures in use of cars. Pointed out thedevelopment of low-carbon constraints Xi’an passenger transport factors: the level ofurban development in Xi’an, the development of motorization level, government acts.In this paper, proposing that the White Paper on urban transport in Xi’an, pointedout slow block construction targets and adopting measures to protect the cities oflow-carbon transport and urban planning and construction advice in terms oflow-carbon transport transportation construction path selection. Specific measures are:urban planning and construction of low-carbon transport, including scientific andrational opinions urban layout, optimizing the construction of public transport, slowtraffic rational development, scientific traffic management; urban low-carbontransport security safeguards, including government policies, public opinionsafeguards media.
