Environment Kuznets Curve Hypothesis (EKC) is usually used to analyse the relationbetween economy and environment. In this paper, EKC was used to analyse the relation betweeneconomy and river eco-environmental quality of NingHai. And it was taken as an importanttheoretical guidance for YanGong River water environment comprehensive improvement planningand technical design.Firstly, we got the economic dates of NingHai by searching Statistical Yearbook ofNingHai(1998-2012) and got the dates of river eco-environmental quality of NingHai bysearching Environmental Quality Report of NingHai(1998-2012). The dates of river eco-environmental quality of NingHai were used to calculate Comprehensive Pollutant Index(CPI). Onthis basis, we draw the EKC of NingHai.Secondly, YanGong River ecological restoration target, the choice of technology andinvestment intensity were optimized under the guidance of ecological planning and EKChypothesis theory. On this basis, putting forward YanGong River water environmentcomprehensive improvement planning and technical design.The basic conclusions of this study are as follows:(1) Water quality of NingHai experienced a process of deterioration firstly and thenimprovement. Currently, urban economy development level and river ecological environmentquality were incompatible.(2) Setting the target of water quality standard of YanGong River as III what can makeeconomy development level and ecological environment quality of YanGong River compatible.(3) One reason of pollution of YanGong River was the weak environmental awareness, theother was the inadequate protection from government.(4) Using EKC as an important theoretical guidance for River ecological restoration can makeriver environment comprehensive improvement planning more scientific and more rational.
