With the rapidly develop of China’s economy, Crude oil demand substantial increase. Marinetransportation is the most important way of oil import accounted for more than50%of China’stotal crude imports. According to international experience, the VLCC or ULCC is the mosteconomical way,but China’s deep water oil terminals are serious shortage, in this case, ship-to-ship crude oil transfer at sea as the way of crude oil not into the port of discharging or lighteringplays an important role in the process of crude oil transportation in our country. Due to the specialoperation location, complex environment, equipment and operating personnel required are high.The risk during the process of work is big. Once the oil spilling, it will result in huge economic andmarine environmental hazards. So monitoring during the operation is essential. But at present, themaritime department is still has shortcomings, and it can’t ensure the operation safety. In order toenhance monitor of STS (ship-to-ship) operations and reduce risk of oil spill accidents, it is importto study the informatization regulation of STS crude oil transfer.An intelligent regulatory system for STS crude oil transfer at sea is proposed based on therapid development of information technology and successful applications of the Internet of Thingstechnologies in different regulatory areas. First of all, on the basis of analysis of the existingregulatory system at home and abroad, it detailed analyzes the shortcomings of the existingregulatory system, and in-depth analyzes of the risk points and key points in the process oflightering. Secondly, it analyses the concept and the key technology of Internet of things in detail,based on this, this paper analyzes the technology that can be used in the process of lightering.Again, this paper puts forward the classification regulation scheme based on fuzzy comprehensiveevaluation method to verify this method is if scientific. Finally, on the basis of the above analysis,it puts forward the intelligent regulation system of crude oil transfer and describes its structures;functions in detail.The system integrated with various sensors, the system could acquire the meteorologicalenvironment factors and monitor oil spill including image and video through different modes ofnetwork transmission technology. On the basis of extensive data collection, a risk assessmentsystem for STS operations is constructed using fuzzy comprehensive evaluation method. Thissystem compared with the present system, has significant advantages and broad applicationprospects.
