Ecological health of our river has great support significance on sustainable use ofwater resources, the country’s overall ecological situation, sustainable economic, socialdevelopment and cultural heritage."Rivers ecological flow" is to maintain a river or lakeecosystem health, to ensure sustainable human derive the necessary goods and servicesflow, is the characterization of the most important ecological health of the river. In recentyears, with the rapid development of China’s economic and social development andutilization of the amount of water increases every year, more and more difficult toguarantee the flow of river ecosystem.Daling River is arid, fragile ecosystems, uneven distribution of water resources andlittle runoff. Coupled with the irrational exploitation, ecological living and productionwater diverted water, a serious shortage of ecological water, have occurred when part ofthe river drying up during the dry season phenomenon, causing rivers functionaldegradation, destruction of aquatic ecosystems.Paper systematically studied the runoff trends Daling River, the trend of ecologicalbase flow protection capability, correlation analysis and other major indicators of regionaleconomic and social trends, and key economic and social indicators and runoff process ofchange. Research trends in order to eliminate runoff river runoff randomness anduncertainties, using the moving average method; study the historical ecological base flowmethod (hydrology method) in Montana law; study economic and social indicatorscorrelation with runoff, in order to eliminate the randomness of natural runoff anduncertainty right, considering the nature of the economic indicators yearly accumulationof runoff index uses its own hydrological year cumulative record since averaging approach.Integrated application of various methods to protect the science and accuracy of the resultsof this studing. The results show that the whole basin runoff in this century since DalingRiver multiples decrease over the previous century there; drastically reduced Daling Riverecological flow, ecological base flow basin is difficult to maintain; Daling River reducerunoff and rapid development of the secondary industry in the region bring water consumption is highly correlated, the value of large squared correlation coefficient0.99.Based on the causes of the sharp reduction of Daling River Basin in the ecologicalflow, and the experience of previous studies draw on paper, this paper builds a basicframework for ecological flow management on Daling River Basin for the first time,studies the management model of Daling River, and develops management strategies toprotect the ecological base flow for the Daling River. It provides a direction to practice thewater management system of Daling River Basin strictly.
