With the imagination and practice of Blue State Territory, various of marineindustries like exploitation of marine resources, development of marine economy,protection of marine ecosystem and safeguard of maritime sovereignty have beenflourishing. In the ocean system, disaster prevention and mitigation should not beoverlooked: on the one hand, Influenced by the geographical location andgeographical environment, marine disaster has always been one of the major disastersin China; On the other hand, along with the upsurge of development of marinepropulsion, even the original marine disasters, its destructive, potential harm hasmultiplied, moreover, with the field of marine development, marine disasters causedby human pollution of the ocean are also on the rise, and it also shows thecharacteristics of "modernity".Therefore, for the meaning of maintaining the people’slife and property safety and defending the "fruits" of ocean development, moreattention should be paid on marine disasters prevention and mitigation career. For thecause of marine disaster prevention and mitigation, it can be classified into threefields: giving full play to technology advantages and constructing reinforcementprojects in natural science field, establishing a sound emergency managementmechanism for disaster prevention and mitigation allocating social resources to reduceand relief disaster in social science field and popularizing the marine disaster cultureand educational studies in human science field. And these three fields shouldcooperate with each other, play together to achieve the best effect. However,popularization of the marine disaster culture and educational studies and practice inhuman science field has obvious shortcomings. Therefore, we should vigorouslycarry out the study of marine disasters culture and education and popularize it.This paper starts the research of marine disaster education based on this social reality in China. In this study, on the premise of consensus between urgency and importancefor marine disaster education, this paper tries to form macroscopic system of marinedisaster education in theory and then to carry out the practice from the governmentaland social perspectives. Therefore, the thesis main body contains four parts: relevantconcepts and theories; status and theoretical framework of marine disasters education;government-led maritime disaster education; social effective participation in themarine disaster education. Paper demonstrates the significance of marine disasterseducation in various aspects: proceeding life education to improve the viability,enhancing ability to reduce disaster loss, raising harmonious concept of human andocean to reduce man made marine disasters. And it also demonstrates the urgency ofthe current situation of marine disaster education. Based on the literature arrangement,by reference of the concepts of disaster education theory and supplemented by ourstate status, it builds a marine disaster education system in theory. In addition, becausemarine industry is social welfare and is public goods. Pitching in management aspect,this paper shows that government and society should cooperate with each other tomanage and carry out this career. Government should perform its functions and focuson the implementation of people-centered scientific concept of development, stablishthe image of a responsible government and serve the people practically. On thepremise of that the government has coercive power, constraint force and the strongdeploying of human, finance and resources, it discusses on the aspects of improvingrelevant laws and regulations, deepening the reform of the management system andinstitutions, integrating related human, finance and resources and perfectingsupervision and regulation mechanism. And it offers corresponding legal and materialbasis for marine disaster education. By organizing managing functions andsupervision functions, it guarantees the launch of marine disaster education. For thesubject of the society, it should be made to participate by focus on the principle ofsharing the construction. Both subjects should play their respective advantages toaccelerate the process of marine disasters education.Among which, it pays emphasis on the functions of academies related with marine,various marine associations and commonweal organizations. It plays the science study functions of academies to invent the new techniques and equipment for marinedisaster education and offer theory support. It plays the functions of reporting to theupper departments and informing the lower departments of academies and organizesand supervises industries to carry out vocational training and education to guaranteesafe production, reduce manmade marine disasters and improve the consciousness andability to response marine disasters. Besides, by the two carrier of school andcommunity, effective education can be proceeded. At last, by change of living andproduction style, application and popularization of concept of life-long learning, everycitizen shall be the practitioner of marine disasters education.In short, the starting point of the paper is to protect lives and property of citizens, toimprove the consciousness and ability to response marine disasters and to responsethe marine disasters under the banner of life education. We can reach the best resultsof marine disaster education by broad participation and organic cooperation.Eventually, there coming the prospect of emphasizing and implementing themarine disaster education, which will lay a solid foundation for the harmoniousdevelopment of marine economy and marine society.
