Education System Of China's Marine Environment Is Discussed

The problems of environmental deterioration are becoming more and more serious with economic development and population explosion. The marine exploitation is the main means to expand the human living space and solve the problem of further development. The 21st century will be a century for the sea and ocean. The new tide of marine exploitation has risen around the world, and ocean development has become common actions of many countries. China is an "ocean country", however, due to broad territorial land and being an "agricultural country" historically as well as lack of popularization of ocean environment knowledge, citizen's marine environmental consciousness is insufficient. Meanwhile, huge demand for marine economic development hastens the marine exploitation, which results in more serious marine pollution and ecological environment deterioration. These problems hamper the marine sustainable development. It is important to raise citizen marine environmental consciousness and strengthen the marine environment protection, especial in the period during our country implement marine strategic. The marine environment education aimed to cultivate modern marine environmental consciousness is an important means to promote marine sustainable development.Based on the marine environmental science and environmental education theory, the paper primarily discusses the marine environmental education system according to the marine realities of our country. Marine environmental education faces the public on the guidance of Scientific Development Concept. The education goals include collective objective, material objectives and level objectives. The content of education involves marine environmental realistic education, marine environment ethical education and marine legal education. The educations of marine environmental value view and moral norm are main parts in the marine environmental education. The marine environmental legal education emphasizes particularly on citizen's environmental rights education and legal norms education. Marine environmental education puts in practice by means of formal and non-formal education. The formal education aimed at the youth implements in the class teaching and social activities. The non-formal education includes medial education, community educationand profession education.It is practically significant to discuss the mode of the community environmental education in the Xiaomiaohong oyster reefs reservation in Dongzaogang town of Haimen city in Jiangsu Coast. The paper creates the community environmental education model with the community participation as the core. In the Dongzaogang town community, environmental education is promoted by government leading, social support and community participation, and aimed to strengthen construction of reservation and realize full development of the community. According to education objects, the mode designs four implemental means of environmental education.
