Today the construction of the marine protected areas has made considerableprogress. National and local level marine protected areas have been established.However with the further development, more and more problems emerge, sitescentralization, construction duplication, lack of funds, mismanagement, etc. Itindicates that our marine protected areas much need reform. Reform needs for thesupport of advanced concepts. As the value standard of people judging the integrityand reasonableness of something, concepts are the basis of the real value judgments.And they are also the forerunner and guidelines of our behavior. At this present stage,the advanced concept which adapts to the development of marine protected areas isthe network construction of marine protected areas. Because it is consistent with theprinciples of the system integration which means the whole is greater than the sum ofits parts, and we all know it’s a universal truth. Also the network construction canmeet the need of integrated ocean management. There are also numerous scientificstudies and practice abroad for support, and all these confirm its feasibility. All in all,network construction of the has its rationality, which justifies its status as the newfrontier of marine protected areas. The next step is to change the advanced conceptsinto reality, and vigorously promote the designation and construction of marineprotected areas. Especially we need accelerate the pace of network construction ofmarine protected areas, and actively explore the coordination mode of the marineecosystem protection and utilization, so that we can continuously improve theeffectiveness of marine protected areas’ management. Of course, for the developmentof marine protected areas, the idea of building a network of marine protected areascan be a good guide for the future optimization of the construction of marineprotected areas, but the concept is abstract, it must rely on some system to reflect, sothat people can better perceive. Eventually the concepts can play its role better.Undoubtedly the legal system is the most powerful form. Therefore, we propose to build the legal system of the network construction of marine protected areas. Actuallythe legal system is not easy to build. Due to the need to regulate is a new thing, duringthe formation of the legal system, we have to carefully analyze the defects of theexisting law, which means the current law is difficult to meet the needs of networkconstruction of marine protected areas, only in this way it can be targeted. Then, wecan learn from other countries, such as Britain’s advanced legal system. Combinedwith China’s actual conditions, eventually form the legal system which can meet theneed of network construction of China’s marine protected areas. And hopefully thecontinuous improvement of the legal system shall guarantee the practice of marineprotected areas.
