Study On The Gap Analysis And Establishment Management Of Xiamen Marine Protected Area

A protected area is an area delineated by human.It provides long-term protection for nature and related ecological services through laws and other means.With the development of the world's modern industry and the rapid disappearance of natural habitats,various countries have established various types of protected areas according to their actual conditions.The major type of protected areas in China is nature reserve,and it has played an important role in protecting rare species,ecosystems,and natural monuments in the past half century.With the establishment of other types of protected area such as forest parks and wetland parks,as well as the long-term overlapping and multiple management of various protected areas,the formation of a system of protected areas with Chinese characteristics has gradually become a trend.Since the 18 th National Congress of the Communist Party of China,China has proposed to establish a system of protected area with national parks as the main body.Against the background of the system reform of protected areas,it is very important to research the future development direction of local protected areas.On the basis of reading a lot of literature,this research closely follows the national strategic requirement of establishing a national park as the main protected area system.It systematically and comprehensively summarizes the development process and related research results of protected area.The marine protected area is a weak link in the protected area system.The ecological environment in China's coastal areas has not been effectively protected,and further development and construction of marine protected areas has become an urgent need.This research takes the development of Xiamen marine protected area as an example,and analyzes the development history and management status of Xiamen marine protected area on the basis of the summary of relevant literature.Combined with the natural characteristics of the sea,the protection of rare national marine species in Xiamen is analyzed.In order to promote the diversified development of Xiamen's marine protected areas,this research studies and analyzes the representative natural area of Xiamen's coastal zone and uses it as a pre-selected area for marine protected areas.Based on research methods such as the fuzzy comprehensive assessment and referring to 7 national-level protected areas assessment standards and norms such as "National Nature Reserve Assessment Standards",Xiamen marine reserve pre-selected areas including 10 assessment indicators including typicality are constructed protection value assessment index system.Through expert questionnaires,the protection value of 9 marine protected area pre-selected areas is evaluated.The results show that the protection value of Xiamen marine protected area pre-selected area is Xinglin Bay,Xiatanwei Wetland,Huoshao Islet,Aoguan Coastline,Xiaodeng Island,Eyu Islet,Tongan Bay West Coastline,Maluan Bay,Haicang Bay.The golden section optimization method is used to screen out pre-selected areas with high protection value,and the quasi-protected area is proposed as an important supplement to the system of protected areas.Based on the field survey of these places,some problems are analyzed.Finally,on the basis of the above research results,environmental protection countermeasures are proposed,and the necessity for the construction of ecological corridors in Xiamen Bay across administrative regions and the establishment of related cooperation mechanisms.At the same time,combined with the current establishment of a national park-based protected areas system in China,a preliminary establishment of Xiamen marine protected area system,including the quasi-protected areas.This article has carried out a comprehensive and study on Xiamen's marine protected areas,providing relevant research basis for the construction and development of Xiamen's marine protected areas.At the same time,the concept of quasi-protected areas also complements the theory of natural protected areas,which has certain innovations and important research significance.
