The changes of water environment is very important for the development of social economic in this area. The Da wen River drainage basin is located in the central mountain area in Shandong province, and it’s a relatively independent geographical unit. In the Ming and Qing Dynasties, both the natural environment and the cultural environment showed development of different than before. These changes brought huge influence to the local area, and one of the important influence was the increase of natural disasters. The main natural disasters in this area are drought and locust, flood, hail and so on. The distribution of different natural disasters have different regular in time and space. The appearance of natural disasters bring great influence to the social economic development in this area. By researching the changes of water environment in the drainage area, we can come to the conclusion that climate, topography and other natural factors, and social factors such as population, water resource utilization are two main aspects of the natural disasters. Due to the astonishing damage of the natural disasters, how to effectively provide disaster relief and react to disasters have become the significant contents of the government policies. During the Ming and Qing Dynasties, the government had formed a set of relatively corriplete systems of providing disaster relief and reacting to disasters. Each person performed its own functions, form the central department to the local ones, and from the government to the common people, which provided some reference to the jobs of providing disaster relief and reacting to disasters now.
