In recent years,China’s traditional coal resource-based cities graduallyinto resource-exhausted cites,ecological environment more vulnerable thanthe average city,more sensitive. How to make up new coal resource-basedcities do not follow the traditional path of non-coal city destroyedecologically sustainable development,and to achieve regional ecologicalsecurity is a major issue of coal resource-based cities to be solved.In this paper,PSR (pressure-state-response,referred to as PSR) was constructed containing the pressure state and response three criteria,population pressure,social and economic development pressures,resource load stress,environmental pollution and stress,resource conditions,environmental conditions environment governance and investment in response to the response eight elements.the nature population growth,per capita GDP,per capita housing area per capita road area,the Engel coefficient of urban residents,green coverage, urban per capita green area,annual water supply,the annual average rainfall, the annual number ofgale days,centralized drinking water quality compliance rate,the number of students in colleges and universities, health care institutions beds,the number of books in the city and the city’s total number of public transport vehicles, industrial sulfur dioxide emissions, industrial emissions,waste comprehensive utilization of industrial objects yuan GDP energy consumption, waste utilization product output total of25indicators of coal resource-based cities ecological safely Evaluation System.Objective weighting method-entropy method to determine the indexweight. The results showed that the project resources and environmentalpressures per capita GDP, energy consumption per unit of GDP,industrialwaste water, the city’s comprehensive utilization of waste product output,the number of students in colleges and universities, the city’s totalcollection amount and utilization of industrial solid waste severalindicators of a larger share of the weight.In Wuhai City,for example,anintegrated index for the region in2003to2012ecological security were thedecade of dynamic analysis and evaluation,draw main conclusion are asfollows:Wuhai City from2003to2012ecological security index graduallyincreased,ecological security situation gradually improved, but the overallecological safety is not optimistic, the average level in the first grade Ⅲ(general security)situation,the findings show that the poor due to the largerecological security and ecological security response far less pressure.Wuhai ecological factors potentially unsafe for the tertiary industrial GDPcontribution rate is too low,mining accounts for a large proportion ofindustrial added value per unit GDP energy consumption.Emissions ofsulfur dioxide emissions from industrial waste water and solid waste is stillmuch higher than the desired level of ecological safety,environmentalprotection,and science and other health spending is still very limited.
