After original civilization and agricultural civilization, a review of human civilizationhistory will bring us the industrial civilization times, whose development witnessesunprecedented splendid achievements in remaking nature. The other side of the coin, however,is that severe damage to ecological environment is threatening mankind’s survival anddevelopment. Looking back, in Chinese industrialization, huge environmental costs go intandem with worldwide attention-attracting achievements in modern construction since thepolicy of reform and opening up. In order to break development bottlenecks, CPC (theCommunist Party of China) rethinks industrial civilization, absorbs and borrows profoundculture fruits, and puts up with the concept of "Ecological Civilization" in time, which standsup an ecological transform of CPC governance.CPC’s ideology of ecological civilization construction, which is the collective wisdom ofgenerations, is constantly going further and developing better in practice. From vegetationprotection to environment protection, from environment protection to sustainabledevelopment, from sustainable development to ecological civilization construction, theideology has experienced four phases, i.e. exploration, formation, development and maturity.At last, the ideological system of ecological civilization construction has formed.The realization of the grand goal of constructing "Beautiful China" depends onscientifically grasping the core and content of CPC’s ecological civilization construction.Scientific outlook on development is the guiding ideology of ecological civilizationconstruction; sustainable development is its value target; development mode transformation isits key link; and "two-oriented society" construction is its practical carrier.CPC’s18thNational Congress presents new thoughts, views and arguments forecological civilization construction, further enriches and develops its ideology, and relativelysystematically answers the great issue of "Why strengthen and how to move forward theecological civilization construction". In practice, socialist ecological civilization constructionwith Chinese characteristics is now still in the initial phase, and the construction of ecologicalcivilization still has a long way to go.
