Research On Cooperation Governance Of Rural Residents Living Refuses

The village renovation is the important content of building a new socialist countryside. Do well with the rural garbage disposal and improve the rural environmental sanitation is the basic link of village renovation, but the long time absence of management responsibility, the lack of treatment facilities, the effective control system in rural solid waste pollution has not yet formed, so how to construct the effective treatment system of the rural living garbage has become a topic which is worthy of study. This paper aims to study the innovation of rural living garbage’s management system and mode by the study of the management of rural living garbage problem.In this paper takes the rural living garbage treatment of Cenxi city as the research object, with the aid of the public products and cooperative governance theory, combined with the practice of China’s rural governance and environmental governance, integrated application of literature research, normative analysis, field research and case analysis and other research methods to make a deep and systematic study of each link and the key elements of the rural living waste management in Cenxi city.This paper mainly uses the institution supply, public products supply, management mode, villagers’ environmental awareness, these aspects to analyze the dilemma of rural living garbage management and its causes. The study bases on the experiences of South Korea and Germany, put forward to perfect and improve laws and regulatory system, improve the investment and public products supply mechanism, transform the government governance mode, strengthen the rural environmental protection consciousness and morality education, and other measures. At the same time, this paper sums up the construction of the government, the villagers autonomous organization and the villager three-in-one cooperation governance model, which is the choice of effective governance of rural life garbage,there’s also pointting out that the government must use new management paradigm to rationalize its relationship with rural society, cultivate the villagers autonomous organization as well as improve villagers’ participation and cooperation ability,the main purpose is promotting the three party to form a good relationship network and communication and cooperation mechanism. The government is unable to bear the responsibility of rural garbage disposal and the villagers autonomous organization forces did not grow circumstances, so in this case, cooperation governance mode embodies a new interactive relationship between the government and the rural society, it is not only the transcendence of participation in governance, but also on the "governance, public participation" pattern of substitution.
