Research On The Participation Of Luotian Famers In Rural Living Garbage Governance

With the urbanization construction gradually began to radiation in the countryside. Rural living standards in had improved at the same time, rural residents have also taken place in the way of life. Excessive life garbage and started accumulation, "junk wai village" problems began to emerge. Farmers is not only the rural living garbage maker, at the same time, the governance responsibilities, directly affects the living garbage can get effective governance. However, due to the present stage accelerated outflow of rural labor force, the rural social structure is undergoing fundamental change, makes the rural living garbage governance lack of human capital and social capital, how to improve the farmers to participate in living garbage governance intention, is the core problem which needs to be settled.This study based on the perspective of farmers, investigate the farmers participate in Luotian county rural living garbage governance present situation, with the help of public product theory, cooperative governance theory, rational peasant theory, and A-B-C theory, study the influence factors of farmers’ participation in rural living garbage governance. Based on the field investigation data of rural living garbage governance, by means of questionnaires and interviews to collect the collective Luotian 12 township statistical analysis of 562 valid samples from farmers both internal factors and external social environment factors empirical analysis the main factors affecting farmers participate in living garbage governance, use of logistic regression analysis model, further get 9 significant factors:Cultural level, whether the village cadres, non-farm work experience, whether to participate in the living garbage governance plan discussion, any party member, living garbage governance importance cognition, living garbage governance fee income satisfaction, presence of living garbage governance system, with or without government financial support, and interpret regression results, put forward to strengthen the rural environmental protection publicity and education, improving farmers thinking and understanding; Optimization of multiple fund-raising mechanism, integration of capital increase investment; Improve the collective village garbage governance, clear farmers and collective responsibility; Give play to the role of party members and cadres take the lead, enhance participating consciousness of farmers and so on promotion of rural living garbage governance effective countermeasures.
