The Research On The Subject Of Ecological Compensation From The Perspective Of Government Leading

Our country is confronted with double-contradiction of economic development and theconstraint of resources, even though the species of natural resources are relatively rich, theecological environment system is extremely fragile. Together with the environmental goodshave the characteristics of “public goods”, so it is very necessary to take full of considerationon establishing market mechanism, taking the use of economic means, and the directregulation of resources and environment. The research on the subject of ecologicalcompensation is helpful to the harmonious development of economic, society andenvironmental protection. It has important means to the sustainable development strategy inour country. It also plays a promoting role in solving the problem of the environment inChina.Ecological compensation is only at the pilot stage at present in our country, there is along way to the theory and the practice. This paper is based on the analysis of the existingresearch, takes out a reasonable research direction of ecological compensation, makes acontribution to making the sustainable development come true.In this study, the theoretical basis are public goods theory, external effects theory, andecological capital theory, combining with the characteristics of the research, includingcomplex and multi-faceted, integrating literature investigated method and system scientificmethod, following the steps of posing, analyzing and solving problems. It takes a lot of datacollection work in the earlier stage, furthermore, posing and solving problems. This paperconsists of the following sections:Introduction: the background and significance of this research, the present researchstatus at home and abroad, the purpose and the major contents of the research are described.The first section: the related concepts, the theoretical and realistic basis of this research.The second section: hackling the basic principles and the basic features of the subject ofecological compensation in our country, expounding the constitution of the subject ofecological compensation in China. Connecting with practice, discussing the problems in thesubject of ecological compensation from the perspective of government leading, andanalyzing the reasons.The third section: putting forward some suggestions on how the subject of ecologicalcompensation can play its role under the government leading.Concluding remarks: concludes the paper.This article try to explore how to figure out the subject of ecological compensation,which is not only the most fundamental and but also the most important issue, but not to search out a" perfect "ecological compensation policy. By the means of policy instruments,economic measures and corresponding policy arrangements, promoting the coordinated andequitable development between ecology and economy.
