| Despite the rapid development of economy, the worsening ecological environmentmakes people begin to rethinking the model of economic development and pay moreattention to environmental protection. But, among protector, destroyer, beneficiariesand victims, it barely has equitable distribution about environmental interests andrelated economic interests, which beneficiaries have environmental interestsgratuitously, and protector, victims of the economy have no return, and vandals failedto take the responsibilities. Therefore, in order to restore the distorted relationshipbetween environmental benefits and economic benefits, the government should takeecological compensation into consideration. And because of the public goods attribute,ecological compensation should be leading by government.First of all, the paper elaborated the theoretical basis and topic significance ofecological compensation led by government, combined with public goods theory andexternality theory; we analyzed the necessity of ecological compensation and itscharacteristics. Based on the cases of the national ecological function reserve inQinling of Shanxi Province and comprehensive ecological compensation in ZhejiangProvince, we find out many problems and defects in the process of implementation ofthe ecological compensation, and clarified why this happened. In the end, from theperspective of government, the paper concluded that the way of ecologicalcompensation in China was to establish specialized agencies in charge; make betterfinancial transfer payment mode; Established special ecological paid service fund;Construct ecological compensation legal system, developed tax policy on Chineseecological compensation to mention a few.The breaking point of this paper analyzes is the leading necessity and thecharacteristics of ecological compensation by government led in China the, and thekey is to build system path of our country government leading ecologicalcompensation.
