Surpassing the United States as the world’s superpower of carbon emissions for the first time in2006,China has to face the daunting task of reducing carbon emission. Adjacent to the Bohai Sea and surrounded by Beijing and Tianjin, Hebei Province has an important geopolitical significance. Hebei province, a major energy consumption province, whose air quality is the worst in China. Therefore, It is urgent to deal with carbon emission. Based on domestic and overseas carbon emissions research, sustainable development theory and environmental kuznets curve theory, it explains the driving mechanism of the influencing factors on carbon emissions. It is the first time to make Hebei Province as object to research the influence factors of carbon emission. Using annual time-series data from1980-2012,based on the extended STIRPAT model, applied ridge regression analysis, this paper specifically studies the direction and size on carbon emission from the dimensions of population size, per capita GDP, industrialization level, secondary industry and tertiary industry output value, energy intensity and energy consumption structure. There are two results.(1)Carbon emission is growing rapidly from1980to2012in Hebei Province;(2) per capita GDP, industrialization level, energy intensity and population size are major influence factors,they can respectively account for26%,25%,23%,22%.Secondary industry and tertiary industry output value and energy consumption structure have some influence. Only tertiary industry has the inhibitory effect while the other factors have a positive relationship with carbon emissions. Combined with resource endowments and industrial layout characteristic in Hebei, some carbon reduction policy recommendations are given for reference.
