Various regions of the country in various fields ushered in a new wave of eco-round compensation, but compensation for ecological development of coal resourcesis merely in the initial stage of theoretical explanation and government compensationresearch. Ecological compensation standards,the study of ecological compensationmodel,the assignments of ecological compensation benefits and the validity ofecological compensation mechanism is still a key part of the process and thecomprehensive promotion of ecological compensation. If these nodes are not sort outeffectively,the key point can not breakthrough, it can affect the ecologicalcompensation mechanism in the application of coal resources exploitation.Xinjiang as the country ’s coal resources in highly enriched zones and nationalenergy and heavy chemical industry base, in the development process of its coalresources and faced with the prominent contradictions between development andecological protection. Xinjiang is located in the hinterland of the Eurasian continent,is a typical inland arid region,92%area are surrounded by desert, Gobi and sanddunes, oases area is accounted for less than8%, Surface deformation, groundsubsidence, land desertification deepened, air and water pollution and other damage tothe ecological environment caused by coal mine development.Mine development activities cause direct damage to the surface environment andgeological disasters,such as the inevitable emergence of surface deformation,resulting in underground mined, ground subsidence, landslides, cracks in the surface,landslides, these series of questions will inevitably lead to the intensification ofdesertification, while deeping the level of desertification, grassland degradation andsalinization.For Xinjiang is rich in resources, a fragile ecological environment, importantecological functions features, it urgent to accelerate the establishment of national andregional ecological compensation mechanism, compensate for mining areas and resource output areas.The study of coal resources exploitation and ecologicalcompensation mode in Xinjiang aims to analyze the ecological compensation modeland provide a reference for building the ecological compensation mode in Xinjiangand seek viable ways to resolve conflicts between coal resource exploitation andecological protection to ensure that the regional economy and ecological security.The second chapter, according to the division of ecological compensation modeltheoretical, divide the common mode of ecological compensation according todifferent criteria segments. In Chapter III,its study is in detail from different anglesto compensate for government compensation models and market models in order tomake the theoretical analysis of the following sections. The fourth chapter is one ofthe core sections of this paper, comparing with the "Government " and " market"models, introduce the "two-one rate" standards and use the AHP method to assignvalue for designing criteria of the ecological compensation model inXinjiang,establish the "mixed-moving" eco-compensation model system of coalresources exploitation in Xinjiang.Chapter V as an important core part of the article,based on the preamble,construct a variety of actively ecological compensation modeof coal resources exploitation in Xinjiang, and propose some recommendations toguarantee these modes operating normally as a whole.Through this study, there are some expectations for the implementation of thecoal resources exploitation and ecological compensation model in Xinjiang,it mayprovide informative advice and help to develop operable and referenced progress forecological compensation mechanism of coal resources exploitation in Xinjiang.
