Research On Security Management Evaluation And Countermeasures Of Petroleum Construction Project

In twenty first century, the development of petroleum industry is playing a more andmore important role in the national economy and security. Due to the complex environmentand increasing potential danger of the petroleum construction project, the production hascaused a large number of security accidents and the accident cause huge economic loss everyyear, so petroleum enterprises in China begin to pay much more attention to the securitymanagement of oilfield construction. However, currently, the security management of oilfieldconstruction is till not scientific enough, the project security management evaluation is still ata primary level and there exist many problems as well.This thesis takes the security management of oilfield construction project as the studyobject. Firstly, this thesis based on making clear the current research situation at home andabroad, determines the main content and method, clears about the concept and characteristicsof oilfield construction project security management, commonly used methods in securitymanagement evaluation. Secondly, it illustrates definitely the status quo and analyzes theproblems existing in security management of oilfield construction project the securitymanagement of oilfield construction project in our country, and then points out the specificfactors influencing that management. Finally, on the basis of these status and factors, it,following the construction general principle of security evaluation index system, establishesthe security management evaluation index system of oilfield construction project. Besides,according to the characteristics and complexity of oilfield construction project in our country,it combines analytic hierarchy process with artificial neural network to joint utilization, anddemonstrates the advantages of this combination at the same time, thus establishing the BPneural network model based on the analytic hierarchy process. Moreover, this thesis, taking aconstruction project in Daqing oilfield as an example, gets experimental data by oilfield unit,makes security management evaluation to the project cases by means of investigation,analysis and expert evaluation results. At last, according to the factors influencing securitymanagement and the evaluating results, it puts forward some countermeasures to optimize thesecurity management of oilfield construction project in our country, which should proceedfrom six perspectives: improving the supervision and inspection system, strictly controllingthe cost in security measures, enhancing the construction of security insurance system, enhancing the accident emergency rescue ability, strengthen the education and trainingmanagement of project and perfecting the motivation mechanism of security management.
