In recent years, With the continuous development of social economy, a large number ofnitrogen and phosphorus pollutants discharged into rivers, lakes ecosystem, causing parts oflakes and reservoirs created serious eutrophication problem of water quality deterioration,biodiversity decrease, threatening people’s health and safety and water ecosystem functiondegradation, become one of the main factors which restrict the development of the regionalsocial economy. Traditional think industrial point source pollution is a major cause waterpollution, But since the80s, the central and local governments invested heavily constructionof sewage treatment plant and related engineering, to make more efficient control of industrialpollution source, In spite of this, Eutrophication of lakes and reservoirs deterioration trendhas not been effective control, the main factor is the watershed non-point source pollution hasnot been effectively controlled. In addition, a large number of research results also confirmedthat non-point source pollution is lead to the middle and lower reaches of the Yangtze riverand yunnan-guizhou plateau lakes region, the main motors of the reservoir waterenvironmental degradation. Strengthening watershed scales of non-point source pollutioncontrol which become China’s current focus and difficult problem of water environmentpollution treatment.For the non-point source types pollution in our country (Rural domestic sewage,farmland fertilizer loss, loss of livestock and poultry breeding, soil erosion, urban surfacerunoff), Watershed scale is put forward on the non-point source pollution load estimationsystem, research based on non-point source pollution control and water function area ofnon-point source pollution control scheme of the control unit.This paper studied the shayingrive basin. estimate non-point source pollution load and the spatial distribution of pollutionload characteristic and Combined water function area division of control units, based on thecontrol unit and administrative region coupling space of non-point source pollution loadcharacteristics, put forward watershed non-point source management control.
