Since the reform and opening up in China, the trend of industrial agglomerationalso become clear, form many characteristics of industrial zones.Industrialagglomeration can produce economies of scale, and drive industry andenterprise-scale expansion of scale. Industrial agglomeration is a fast important forceto promote regional economic development. Industrial agglomeration bring a largenumber of captial accuulation, also increase resource consumption and bringenvironmental pollution problems.Environmental issues are one of the most seriouschallenges which humanity face in the21st century. With enviromental issuesoutstanding,to achieve sustainable economic development, the reduction of pollutionhas become an inevitable choice.Through researching the relationship betweenIndustrial agglomeration and environmental pollution, can strengthen the degree ofconcentration, and develop the effects of agglomeration economies, also achieveimproving the environment and coordinated development of economic andenvironmental goals?Meanwhile, guiding the transfer of industries resonably, aviodingthe negative effects of high concentration generated through external diseconomies ofeconomic development, promoting sustainable economic development. This article based on the review and summarize the relevant literature, analysistheoretically the relationship between industry agglomeration and environmentalpollution, technological advances and evironmental pollution.Manufacturing gatherhave an impact on envirinmental pollution through economies of scale, structuraleffectes and technical effects.Technological advances have an impact on evironmentalpollution form three ways. Then describe the current situation of the China’smanufacturing industrial agglomeration degree, the technological progress andenvirinmental pollution. Finally, based on the Environmental Kuznets hypothesis andthe basic theory of industrial agglomeration, with the data of China’s manufacturingindustry in2001-2010as the sample, using panel data to conduct the econometric test.Draw the following conclusions:Industrial agglomeration resulting impact on theenvironmental, industrial agglomeration expand economies of scale,so that themanufacturing sector increase pollutant emissions. However, the effect ofagglomeration techonology to promote technological progress, make enterprises toimprove produnction technology, product clearner products, optimize the industrial structure.reduce pollution emssions degrees. The empirical results also show that:thedegree of concentration and environmental pollution inverted U-shaperelationship,and currently a considerable part of china manufacturing industry hascrossed the inflection point of the inverted U-shape curve, playing a positiveeffect, reducing pollution, then this is consistent with the overall situation of China’sindustrial pollution.Based on the above conclusions,China should strengthenindustrial agglomeration, but industrial layout resonably, and guide the transfer ofindustries,to maximize play the positive effects of industrialagglomeration. Therefore, this paper puts forward policy proposals on gathering andenvironmental decelopment.
