Research On The Issue Of The Ability Construction For The Oversight And Supervision Team For Production Security At Grassroots Level

With the rapid development of China’s economy and society, people’s living standards is increasing, workers’ demand for safety and health working environment is more intense, safety issues draw more and more attention of state and society. Grass production safety supervision personnel, particularly township (street) safety regulators are the safe production supervision team in the first line of law enforcement, with most direct regulatory efficiency and with largest number, which is also the "bottom line" regulation barrier to protect the safe production of enterprises. To crack the problem of the current national production safety work, we should first improve the ability of production safety supervision personnel. The author has been worked in grassroots level safety supervision department for many years, has a deeper understanding of the grassroots production safety supervision, and masters a large number of cases and basic researches.Based on the questionnaires and interviews of Suzhou City of grassroots safety regulators, first-hand research data has been obtain to grasp the status quo of capacity building of grassroots production safety supervision personnel in Suzhou City, according to the survey analysis, to find out the current Suzhou the use of public management theory to analyze the reasons Suzhou City of grassroots capacity building safety issues arising regulators; learn from foreign advanced countries in production safety supervision personnel capacity building, major problems with urban safety supervision personnel capacity building exists on the basis of experience, proposes to strengthen countermeasures and suggestions for grass production safety supervision personnel capacity building.
