The Study On The Ambiguity Of Rights And Responsibilities In Grassroots Safety Production Supervision

With the continuous development and improvement of social processes,China's production safety has attracted extensive attention from all walks of life.China has been committed to exploring and improving the safety production supervision system,and the relevant laws and regulations,departmental regulations and other system specifications are constantly being improved,and a relatively reasonable,standardized,and effective safety production supervision system has been gradually established.In recent years,the country's work safety situation has continued to improve.However,the occurrence of work safety accidents in some regions also revealed that a small number of local governments have problems such as incomplete work safety mechanisms,inadequate government supervision,failure to implement corporate responsibilities,and poor foundation work.As far as the work safety supervision at the grassroots level is concerned,the ambiguity of powers and responsibilities has brought certain challenges to work safety supervision.Grassroots work safety supervision is the foundation of the entire work safety supervision work,and it is also the foothold of various national safety production supervision policies.Therefore,further improving the grassroots safety production supervision system,strengthening the government's supervision responsibility,and implementing the main corporate responsibility are conducive to reducing the occurrence of safety production accidents,which has very important practical significance for China.In this paper,we combed the relevant literatures on work safety supervision in China,and in-depth investigation of the actual situation of work safety supervision in County A to grasp first-hand information,and then analyzed the current situation of production safety supervision and put forward solutions.Comprehensive use of power-responsibility relations,starting from the actual situation of county A supervision to discuss the issue of production safety supervision.We analyze the supervision of production safety at the grassroots level from the perspective of fuzzy power and responsibility,and point out that in the supervision of production safety at the grassroots level,there are such problems as fuzzy power and responsibility,unclear power and responsibility between government supervision subjects(including horizontal government and vertical government),unclear boundary between government and market,and so on.In addition,the causes of these problems are deeply analyzed,and the effective ways to solve the problems of grassroots work safety supervision are actively explored.We also put forward constructive opinions on streamlining the safety production supervision system mechanism,clarifying the boundaries of power and responsibility between supervision subjects,and improving the accountability and appraisal incentive system based on the actual production safety work in County A,providing a theory for strengthening grassroots safety production supervision.
