Since the reform and opening up, China’s changing from planned economy to a marketeconomy step by step, and small and medium-sized private enterprises get rapid development.Along with the rapid development of economy and urban and rural integration processaccelerating, safety accidents happen frequently, safety production has become a hot topic ofsocial problems, cause serious influence to the economic development of our country.Pointed outin the third plenary session of the eighteen,“we should deepen the reform of the safetyproduction management system, establish the hidden governance system and security preventionand control system, and curb major workplace accidents.”Production is a matter of nationalsecurity and interests of the people, is healthy, stable and rapid development of national economyimportant guarantee, is an important part of the set up and implement the scientific concept ofdevelopment, is the important foundation of building a harmonious society.Basic safety production is the basis of the safety production management work, and isChina’s production safety supervision controlsafety ranks at the grass-roots level power thebackbone of the largest number, work in the most direct, the quality of their work, the workeffect directly the implementation of the major policies concerning work safety, has a directrelationship between the national security situation is good or bad.Therefore, straighten out thesystem of safe production supervision at the primary level, increase the safety in productioninputs, enhance awareness of production safety supervision and other measures to improve safetyin production at the grass-roots level is very necessary.This article mainly about productionsafety supervision at home and abroad and referring to the research achievements of theory andpractice and internal, external and government regulation theory, this paper introduces thepresent situation of Donggang District,Rizhao city economic development and the actualsituation of production safety, put forward some problems which restrict the development ofDonggang District,Rizhao city production safety supervision, and for the cause of theseproblems are analyzed, then, introduces the advanced developed countries in the aspect of safetyproduction supervision practices and experiences, and in view of the problems and reasonsdiscussed before, put forward to promote DonggangDistrict,Rizhao city countermeasures andthinking of the basic safety production supervision. This paper is divided into six parts:The introduction part mainly introduced in this article the subject’s reason and significanceof this thesis research status at home and abroad, this thesis research ideas and methods.Part illustrates the basic concepts and theory mainly relates to the basic concepts andtheories, this paper mainly include: production safety supervision and basic concept of safetyproduction supervision, internal and external, government regulation, and other related theories.The third part mainly introduces the basic situation of safety production supervisiondevelopment in our country, production safety supervision at the grass-roots level facing thepressure and challenges.The fourth part mainly introduces the basic situation of DonggangDistrict,Rizhao city safetyproduction supervision, at the same time from five aspects illustrates theDonggangDistrict,Rizhao city some existing problems of safety production supervision, and theresearches in these problems, and find out the reason of these problems.The fifth part introduces and summarizes the developed countries of production safetysupervision work in the laws and regulations, the regulation and supervision mechanism, thesocial restriction mechanism of some advanced experiences and practices.Sixth part combined with several parts from the grassroots government, business, laws andregulations, the relevant departments of production safety, organization and team construction,propaganda and education, social restriction and supervision mechanism of sound, etc, to changethe current situation of production safety supervision at the grass-roots level referenceSuggestions are put forward.
