Research On Ecological Civilization Construction Of Central Plains Economic Region

The "Five in One" socialist construction overall layout was put forward in the report of the eighteenth national congress of the communist party of China, and the construction of ecological civilization was put in the prominent position. The third plenary session of the eighteenth central committee inherited this concept and emphasized to strengthen the institutional construction of ecological civilization. Now, the whole country is striving for building Beautiful China. At present, China is in an important period of building moderately prosperous society. If the central plains region develops well, China will prosper. As the national important economic growth plate, the development of Central Plains Economic Region will be fundamentally embodied a symbol of China overall development. In March2011, the Central Plains Economic Region was included in the national twelfth five-year plan outline, turning into the national strategy. In June2011, Central Plains Economic Region was listed as one of the key development area in National Development Priority Zones Planning. In November2012, Central Plains Economic Region Planning was formally released, which provided a good opportunity for the development of the Central Plains Economic Region and laid a solid foundation for the rise of central China. However, in long-term extensive economic growth mode, Central Plains Economic Region is facing the increasingly prominent contradiction between the economic growth and ecological carrying. In the face of the economic transformation pressure, obvious social construction gap, resources and environment "bottleneck" restriction, huge population base, and many other challenges at the same time, how to coordinate the environmental protection, ecology, population and resources, effectively promote the Central Plains Economic Region to realize the transformation of development, green development, harmonious development, find a new way of the coordinated development instead of at the expense of agriculture and food, ecology and environment, promote people’s comprehensive and balanced development in Central Plains Economic Region and at the same time achieve the sustainable development of economic society, the sustainable utilization of energy resources and the sustainable improvement of environment to continue strengthening the comprehensive strength and competitiveness of Central Plains Economic Region in the regional development situation, has become the urgent task and primary issue of Central Plains Economic Region in the development process in new era.Promoting the ecological civilization construction of Central Plains Economic Region not only needs national policy support and system guarantee, but also needs the theoretical research on academic level. This paper elaborates on the basic contents of the ecological civilization construction of Central Plains Economic Region through six chapters, and it generally can be divided into three parts as follows:The first part includes chapter one Introduction and chapter two Theoretical Basis. At first, the paper summarizes the research background, research significance, research status at home and abroad, the defects of the existing research, the research approach, technical route and the innovation of the paper. Then it expounds the connotation of ecological civilization and ecological civilization construction. By discussing the relationship that ecological civilization construction with economic construction, political construction, cultural construction and social construction, the paper concludes the status of ecological civilization construction in the total layout of the socialist cause with Chinese characteristics. At last, by collecting relevant ecological thought theories at home and abroad, the paper discusses the theory foundation of ecological civilization construction in China.The second part includes chapter three and chapter four, which specifically expounds the condition of Central Plains Economic Region ecological civilization. At first, by defining the Central Plains Economic Region and analyzing its ecological status quo, this paper discusses the main ecological problems existing in Central Plains Economic Region. Meanwhile, the paper summarizes the phased achievements and deficiencies of Central Plains Economic Region ecological civilization construction. And then the paper illustrates the necessity and urgency of ecological civilization construction in Central Plains Economic Region. Next, by using SWOT analysis method, the paper comprehensively discusses the advantages, disadvantages, opportunities and challenges of ecological civilization construction in Central Plains Economic Region.The third part includes chapter five and chapter six. Based on the specific situation of ecological civilization construction in Central Plains Economic Region, under the guidance of the theoretical system of socialism with Chinese characteristics, from five aspects of establishing modern ecological values, developing ecological economy, promoting ecological technology development and strengthening ecological system construction, the paper multi-dimensional discusses the main paths of ecological civilization construction in Central Plains Economic Region, which provides a reference for Central Plains Economic Region ecological civilization construction. At last, the paper summaries the content of the whole article, and puts forward prospects for further research.
