In2005, the Chinese government proposed an significant strategic task which is tobuild china into a resource-efficient and environment-friendly society ("two-orientedsociety" also can be said); All walks of life are actively working to achieve this strategicgoal; And Academia also seen the theoretical research of environmentally friendly as hotspot and frontier science in academic discussion. However, most of the existing studiesoften carry out from the concept of environment-friendly society and its way of building,rarely involving the environment-friendly’s quantitative evaluation. In view ofabove-mentioned problem, this paper starts from the following points:1. The definition of the Regional Environmentally Friendly Degree. In reference to theprevious scholars’ study on environmentally friendly, the paper defines the regionalenvironmentally friendly degree. The regional environmentally friendly degree is anindicator which is used to measure the coordination relations between the effect onenvironment produced by human economic activities and the environmental bearingcapacity.2. The establishment of regional environment friendly degree indicator system andweighting method. Based on the domestic study on environment-friendly evaluation and theresearch of sustainable development done home and abroad, the paper builds the regionalenvironment friendly degree indicator system. This system, which consists of16indicators,covers three aspects: environmental direct pressure, environment carrying capacity andenvironmental management ability. The paper employs combination method to process theweighting coefficient which is determined by AHP and Entropy method; and the processingresult will be final weighting coefficient.3. The empirical analysis of central region. Based on the environmental economicsdata of six provinces in central region, the paper applies regional environment friendlyevaluation method to empirically assess the environment friendly degree of six provinces incentral region in2010. Judging from the environment friendly comprehensive evaluation,the results are as follows: the central region as a whole at a low level, and the provinces inthe central are at different level. This result means that the economic development ofprovinces not in accordance with the environmentally friendly way,environmental-economic systems is not equilibrium in this evaluation year, and the central region pay a high environmental cost for its economic growth. Facing a grim situation, it’surgent for the six provinces in central region to change the current mode of growth.4. SWOT analysis of constructing environment-friendly society in the central region.The SWOT analysis in central region gives a more detailed description of each factor whichleads to above empirical results. In addition, the paper further gives some policyrecommendations to promote the shift in traditional economic growth pattern and form anenvironment-friendly economic development mode, which will finally provide security forachieving the goal of "Central China Green Rise".
