Environmental Group Incidents From The Perspective Of Public Participation:Problems And Countermeasures

With the rapid development of economy in our country, environmental pollution and ecological destruction problems highlighted increasingly, the environmental group incidents occurred frequently. One of the important reasons of the incidents is lack of public participation, or the failure of the public participation. In fact, the essence of group incidents is a kind of unconventional participation. Paper proposed the participation in failure through reviewed and summarized existing research. In various stages of the process, including before the incident, event occurs in the process, and after the incident, there may be public participation failures. Public participation is an organic part of modern democracy, it needs the support of system. Therefore, it need to use the system construction to dredge the public participation channels, form public participation in the benign interaction and perfect the system of public participation to present the situation of the frequent occurrence of group incidents, making the environmental dispute handling return to a rational and orderly track. The author hope to change the participation in the failure through the mechanism,then make the public participation legal and reasonable and prevent the happening of the environment group incidents.
