The Study On Matched Supporting System Of Implementation Of Voluntary Agreement In Environment Governance Of China

In public policy sphere of environment governance, Voluntary Agreements(VAs) isa new trend,for which the Contract Environment Service(CEVs) stand, especially indeveloping countries.Meanwhile, it’s also a link mechanism between thegovernment,enterprise, NGOs and citizens. There have been lot’s of valuableexperience about the research or implementation of Environment VoluntaryAgreements (EVAs) at home and abroad.But in China’s policy domain, there is lackof study on it’s matched supporting system. Equality and mutual benefit,co-governance and operability are the characters of Environment VoluntaryAgreements (EVAs). Contract Environment Service(CES) is a representative typeof EVAs, who refers to the fact that the subject of environment governance of liabilityand the server of environment governance reach a consensus composed by equalrights and obligations on the basis of equal consultation. Thereinto, the above twocooperate on the basis of a formal written contract. According to the contract,theformer of the two pay to the latter on the basis of performance of environmentgovernance.Contract Environment Service(CES) is characterized by results orientation,integration of services and market-oriented function. The common publicmanagement theory origin of VAs and CES could be summarized by theory ofPrivatization,theory of Co-operation, theory of Service-oriented government andtheory of Holistic Governance.In China, CES comes from marketization of publicservice. The practice of CES named Xin Yu Model in Xin Yu city, Jiang Xiprovince,is a representative type in China.The fundamental connotation of Xin Yu Model mainly includes five aspects: to establish a inter-departmental leader team, to combine CES with state and localstrategy plan, to base the CES on key project, to construct a matched supervisionsystem and to improve the investment and financing mechanism. From theperspective of China,to implement VAs and CES,we should confront these obstaclesbelow. Fist, absence of law and regulations about CES industry. Second,lack ofmechanism of citizen participation.Third, difficulties of concerned subject to finance.Forth, vulnerability of supervision system. To refer to the enlightment of Xin YuModel and the sphere of China’s policy, the matched supporting system of Vas shouldbe based on these following aspects at least. First of all, to form a holistic governmentto purchase environment service.Second, to shape an effective supervision system forCES. Thirdly, to innovate a financing mechanism for CES. Fourthly,to extend somecitizens participation mechanism.Last but not least,to design a law and regulationsystem to support all the above.
