This paper is based on the development process of the technology of tobacco (TT), abandoning the traditional discussion of "either black or white" point of view, opening up a new, no preestablished value judgment of Tobacco Road, from the perspective of Sociology of science. This paper first discusses the relationship between culture and tobacco. It reveals the culture is the external power of the development of tobacco On the other hand, tobacco development reflects the science and technology in various backgrounds of every area which provides a referable way for tobacco. In this paper, the affinity degree between tobacco or tobacco derivatives and technology is not the same. The latter is greater than the former, which determines the prospective TT’s direction cannot be copied from the traditional direction. Over the years, the process of transforming the tobacco with technology, experienced many difficulties. The paper discusses two dilemmas and a paradox. The current tobacco science and technology have long been under the control of states and monopolies. First of all, TT has few the power sources from itself; secondly research paths and the results are linear, but the correlation of multiple paths and results in insufficient.Culture is able to provide the role of adhesive, and governments properly reducing control on tobacco can improve the efficiency as well as to the tobacco science and technology have their own momentum. This paper compares tobacco with other goods which have the similarities with tobacco, digging out the cultural and scientific value of tobacco, more conducive to the relevant personnel treat the tobacco objectively. The author thinks, being careful to use the tool of culture is necessary, and the state to control the process of tobacco science and technology is necessary too.We should strive to do a good job market efficiency and fiscal balance of efficiency. The balance shall be made by the tobacco science and technology to influence the public opinion to complete. The other point of this paper is that the science and technology skills can guide public opinion and constrained by public opinion. Science and technology must be in active position, playing their professional characteristics to influence public opinion, which is conducive to the implementation of the policy and institution. However,tobacco has to build up own energy to develop.
