Since January1,2006, Tianjin has begun to implement Article Ⅱ time standards for environmental protection power plant coal-fired boiler SO2emission concentration<100mg/m3<30mg/m3, dust emission concentration. According to this standard, the dust and the concentration of SO2in Guohua Panshan Power Plant was much higher than the standard. Therefore, it is imperative for Guohua Panshan Power plant to build the desulfurization project.Firstly, this paper makes a brief introduction to desulfurization project of Guohua Panshan Power Plant from the perspectives of the equipment and operation situation, coal and pollution emission, illustrates the importance of this project and the need of cost control.Secondly, a comparison is made between two major desulfurization methods, which turns out that although limestone-gypsum wetis more costly, it is the best choice since it meets the SO2emission requirements of local government. This, on the other hand, brings about challenges to the cost control of the project. Furthermore, the five characteristics of the project also lead to negative impact of the cost management of the project.Thirdly, in-depth analysis is made to the cost management in the preparation phase, implementation phase and competition phase, which shows that in the preparation phase, while the design optimization effectively reduces the equipment cost, problems exist with regard to cost forecast, contract management as well as cost management system. In the implementation phase, the problems arise largely from the management of quality cost, project date, material. In the completion phase, major problems are inaccurate cost accounting, irrational cost allocation.Lastly, this paper puts forward the enlightens of the cost management of the desulfurization project of the Guohua Panshan Power Plant.
