With the development of economic in China, the environmental pollution caused by the energy consumption of electric power enterprises is becoming more and more serious. NOx, SO2and other harmful substances contained in the flue gas are the main causes of air pollution, acid rain and the greenhouse effect. In response to the national environmental policy, Guohua Panshan Power Generation Co.,Ltd decides to conduct denitration retrofitting, after denitration retrofitting, the denitrification efficiency can reach80%, single furnace will cut NOx emissions by3,797tons every year. The scope of denitration retrofitting varies widely, the scale is large, the fund is huge, and the construction environment and technology is complex, so there are many uncertainties. Besides, due to the long construction period, there are many variable factors and risks, before denitration retrofitting we should identify potential risk factors and assess them, taking measures to reduce or minimize the loss of risks.With researching risk management of denitration retrofitting, the paper comes up with a theoretical framework and a methodology about risk management of denitration retrofitting. The risk management of denitration retrofitting is a dynamic process; it will produce many uncertainties especially in the construction process. so we should identify and assess risks with full consideration. There are different risks at different period of project; pre-control measures to be taken will be different too.First, the paper introduces the requirement on the emission of NOx of national policies,the current situation of Pandian and the planning of denitration retrofitting; Second, the paper elaborates the theory of project risk management, conducts risk management planning for denitration retrofitting of Pandian, establishes a system of risk indicators, including political risk, management risk, construction risk and market risk. Thirdly, the paper introduces several methods of risk assessments, determines the weights of all levels of risk evaluation index system by using AHP. Finally, the paper determines the risk level for each risk and for the whole project by using fuzzy comprehensive evaluation method, analyses the methods of risk response,including risk avoidance, risk transfer, risk elimination, risk undertaken by itself and presents countermeasures for each risk.
