Since the industrial pollution and urban pollution have been controlled effectively, agriculturalpollution has gradually become the most important environmental issue of China. Agriculturalpollution would not only affect the water and soil environment, destruct the agro-ecosystem, doharm to the agricultural safety, but also indirectly affect people’s health, becoming the nationalhazard. In addition, China’s traditional smallholder decentralized production model increases thedifficulty of monitoring and controlling the agricultural pollution, along with the continuousdevelopment of China’s economy, the process of urbanization, agricultural pollution will befurther highlighted. In recent years, our government has begun to pay attention to agriculturalpollution and developed a number of laws and regulations to regulate agricultural pollutionproblems. Though there have been enough relevant laws and regulations, but the policyorientation of handling industrial and urban pollution has not changed, coupled with the policyimplementation process itself and the existence of a variety of problems, leading to the effects ofthe agricultural pollution controlling policies, especially the economic ones are not obvious, andcannot achieve the intended purpose of the policy, the situation of agricultural pollutionpreventing and controlling is quite grim.Based on the relevant research and the theories of environmental economics, welfareeconomics, micro-economics, this essay analyzes the causes and characteristics of our country’sagricultural pollution, integrates our country’s economic policies related to agricultural pollutioncontrol, and then uses the policy assessment model to evaluate the effects of these policies,identifying the existed problems and putting forward some countermeasures and suggestions, Themain contents are as follows.First, on the foundation of relevant literature, this paper puts forward the research focus, that isto evaluate the economic policies, and then discusses the research ideas, methods, significanceand possible innovations.Second, in order to lay a firm theoretical foundation, this article expounds the theory of policyevaluation, such as evaluation models, evaluation methods, evaluation criteria, etc.. Then combingthe existed economic policies, and dividing them into two types,namely tax and subsidies.Third, based on the previous text, this article uses evaluation model to evaluate tax policy and subsidies from the aspects of productivity, policy efficiency and policy performance, for thepurpose of knowing the effects of these relevant policies.Finally, this essay draws a conclusion of there existing some problems in the relevant economicpolicy itself,such as the policy standards, the coverage, feasibility and the performance evaluationmode, and then proposes some appropriate policy recommendations to address these problems.
