Humanity continues to survive and develop process to produce large amounts of garbage and all kinds of waste, not only in seizing, to consuming limited human resources for survival, but also accelerate the deterioration of our living environment. The total amount of garbage produced in the world each year4.9million tons, but only our garbage on28.5%of the world production of about140million tons, has become the world’s heaviest burden of waste disposal countries. So far, China’s total cumulative amount of the municipal solid waste has reached more than70billion tons. The main way of serious pollution of groundwater quality and soil soil sanitary landfill, but also encroached on the already tight supply of land. Trash handling system optimization structure has become one of the most important social decision-making problems. Garbage collection and processing systems become increasingly prominent problem of high cost of operations, but the transit station site optimization or landfill site optimization of the waste transfer station siting optimization considering path selection, the entire trash processing optimized system integration research is not enough depth, making trash processing system the operators efficacy has been at a lower level.Trash the operation of the treatment system, must reach the optimal configuration of the economic, social and environmental benefits. Appropriate waste disposal field site, not only can reduce the pollution of the environment, can also reduce landfill design requirements, reduce the cost of disposal, which is conducive to the management of waste disposal sites. Therefore, the key step in the trash processing system to optimize the process of integration of the first step is to build garbage disposal plant site, but also the entire system to a reasonable choice. However, the choice of the site is very complex, involving the disposal sites local economy, traffic, climatic conditions, the geographic terrain conditions, surface hydrology conditions, environmental and geological conditions and many other factors. Site selection is the important issue of the construction of the project, the site should be consistent with the overall plan and meet the many requirements of environmental protection, public, flood control, geology, energy supply, transportation, waste disposal technology and resource utilization. The the public landfill boycott, on the one hand reflects the increase in public environmental awareness, it also reflects we now waste disposal management and other aspects of the problem exists. The current trash processing system the prevalence of this problem, that is, not from the perspective of optimization the trash processing system design.The landfill groundwater, soil, air, and visual environment, retain a certain degree of pollution problems, sanitary landfill even after anti-leakage process still exists a risk of contamination. Modern landfill site selection, environmental assessment must be carried out prior to construction. In practice, however, built using the landfill there are some differences in the results obtained when the environmental pollution and Evaluation serious harm landfill through the environmental assessment. The study found that the reason for the consideration of this issue, the following aspects:1) the government participants in the construction and operation of the landfill, and approval by, evaluators. Based on the above issues, this article attempts to stakeholder interest demands analysis of the theoretical analysis of the environmental assessment of the landfill its various stakeholders.Trash processing system overall framework and theoretical system built in the collection and analysis on the basis of domestic and foreign research data establish depth study, the theory and the traditional theory of organic combination, further study of specific trash processing system operations management issues, the establishment of mathematical models for different problems. Steiner network construction techniques for the introduction of mobile construction site in the landfill disposal of garbage removal system network, so that the whole system in the site structure to become a dynamic optimization of the selection process.
