In recent years, with the development of economy, the expansion of urban construction scale and the high growth of urban population, especially the rapid development of industrial enterprises, the countrywide water pollution is becoming increasingly serious. With the deepening of reform and opening up in Chongqing and the rapid development of the economy, TGY town also has a growing presence. However, due to various reasons, there is no comprehensive drainage system and sewage treatment plants in TGY town up to now, and all of themunicipal waste water and industrial wastewater without treatment is discharged into the Yangtze River in the Three Gorges Reservoir area, and contaminate the water in the Yangtze River. Under this background, this paper conducts the system of feasibility study and the design of constructing sewage treatment project in the TGY town.Through the feasibility study and design of sewage treatment project in TGY which reachesthe upper area of Chongqing, by means of theoretical study and empirical analysis, the combination of quantity and quality analysis, this paper makes a comparative analysis of alternative proposals from the engineeringdirection, technical analysis, project environment effects, the risk assessment and engineering benefits evaluation.Finally, the author draws some conclusions:Ⅰ. It is necessary for Chongqing TGY to construct the sewage treatment project, and the factory should locate in the building at the16th and17th building country; Ⅱ. The drainage system should select combined system and later change itinto a rain sewage diversion system. Web is furnished with dry pipe only along Town; Ⅲ. Building of the project should select a manualbleeding process; Ⅳ. The project provides a higher level of profitability for industry. The net value at present is greater than zero, and the investment recovery period (with1-year construction period) is less than similar projects. So we can predict that the project’s investment profitability and the accumulation is good in the future; V. The project will improve the quality of the environment and the water quality of the Three Gorges Reservoir area, and will play a significant role in people’s material and cultural living standards in TGY town. It will also lead to a great social, environmental and economic benefit in national economy development.In order to write this paper, firstly, the author has read a large number of articles about sewage treatment engineering technology and economic benefit analysis. Through that, the author has gotten a better understanding in the forefront of theoretical knowledge and research progress about sewage treatment engineering technology and investment benefit analysis etc. This paper reviewed the research results of scholars at home and abroad to fully consider the general principle of thefeasibility study and the actual situation of the sewage treatment process. Secondly, we get a better understanding of the project’s economic and environmental profiles through investigating the TGY town where the project is placed. Thirdly, we use the financial evaluation and analysis methodsto analysis the sewage treatment project,such as, discounted cash flow method, sensitivity analysis. Finally,the author draws the conclusion which has practical reference values.
