Study On The Legal Countermeasures Of The Prevention And Control Of Atmospheric Pollution Haze Phenomenon

The severity of air pollution is closely linked with our life and all creatures need to sustain life by breathing since the date of birth and no air means the end of life, but within a short span of several decades, affected by the high-speed production activities, the atmosphere has been beyond its own self purification capacity and all these led to a series of impacts such as pollution, smog and global warming in enormous areas. This is due to the overdevelopment and negligence of environmental protection with the rapid economic development, which has made our earth in a terrible situation. In the11largest cities in China, soot and tiny particles in the air continue to affect people’s health and to some extent, city life is deviated from the health objectives pursued by people. The main reasons are the temperature difference between the south and the north and the artificial pollution from industrial production. At present, corresponding theoretical guidance are needed for controlling the air pollution in our country, a complete monitoring system for atmospheric pollution has not yet been established and pollution treatment facilities are not complete together with many other inadequate fields. We have made some conclusions from relevant studies abroad about the prevention and control of atmospheric pollution and attempts to solve these problems from the aspects of feasibility and predictability. These measures include strengthening the theoretical guidance of "good environmental governance", establishing complete PM2.5monitoring systems, strengthening the construction of law systems for local prevention and control of atmospheric pollution, borrowing relevant experience from abroad and focusing on international standards. The control of atmospheric pollution does not only need the necessary measures of the government adjustments, but also the strengthening of sense of environmental protection of the public from the perspective of law and through its regulating force, local joint-prevention systems should be established. The control and improvement of air qualities will provide a suitable environment for the production and life of the public, protect people’s health and promote social economic development.
