Abstract:In recent years, a large variety of disruptive emergencies continue to occur around the world, the emergencies threaten people’s lives and property safety and undermine the stability of the social order, thus emergencies have caused widespread concern. When handling with emergencies, the scheduling of emergency resources should be throughout the whole process and play an active role in the emergency rescue work. The level of emergency resource scheduling is directly related to the efficiency of emergency rescue work. Reasonable allocation of emergency resources to complete emeigency rescue work is significant, and therefore the study of emergency resource scheduling is necessary.The dissertation summarizes the status of development and problems of emergency resource scheduling by collecting emergency resource scheduling data. The emergency rescue work is not efficient, because when dealing with emergencies in the actual presence, the information does not flow, the resource reserves and professional emergency rescue personnel are insufficient, logistics is not smooth and extensive scheduling of resource. Emergency resource utilization is low, and therefore we should give full control of whole process of emergency resource scheduling, so that we can improve the utilization of emergency resources and improve rescue efficiency of the affected areas.According to the collection and feedback of regional disaster information after the emergency occurred, you can build deterministic and uncertainty models of emergency resource scheduling in multi-hazard places. And in both cases, the mathematical models were established:one is single objective emergency resource scheduling, considering only the lowest cost of emergency resources, or the shortest time for the deployment; another one is multi-objective emergency resource scheduling, considering the least cost and the shortest deployment time of emergency resources scheduling. Under conditions of uncertainty, when solving multi-objective emergency resource scheduling model, fuzzy algorithm based on two-dimensional Euclidean distance objective of empowerment, of the two components of multi-target target empowered to determine the weights of the two components of the target, thus further multi-objective emergency resource scheduling model is transformed into a single objective emergency resource scheduling model, then LINGO software to solve a single objective emergency resource scheduling mode], resource scheduling to get the basic data.According to data obtained by calculation, the initial deployment plan devised in order to improve the utilization of emergency resources, but also according to the needs of each disaster points urgent emergency resources for each different degrees, depending on the model established by the specific operation, each of the save point each disaster emergency resources to the various distribution points in stages, that is to further improve the emergency resource scheduling scheme. Under conditions of uncertainty, by introducing several triangular fuzzy method to find the uncertain variables, uncertain variables represented by triangular fuzzy number, and then the model is transformed into certainty emergency resource scheduling model, according to emergency resource scheduling model for solving deterministic the method of calculation to obtain the deployment plan, the same operation with the establishment of the model, each of the save point to the breakdown of the allocation of resources for each emergency disaster sites. This avoids wasting dispatch scheduling process, improve the utilization of emergency resources to ensure the efficient conduct emergency rescue work.
