The Development Of Management Information System On Environmental State And Environmental Quality Based On GIS

With the acceleration of polluting environment increasingly, environment protection has already been a vital problem of international society and people increasingly realize the importance of environment protection. But how to carry on environment protection and protect environment well is a question which needs to be solved presently. It is a key point of solving problem to use environment information reasonably and effectively to serve our environment protection work. So it puts forward high request of our environment information management. It is developing trend and hot study to change the problem in present environment information management work, introduce technology of geographic information systems and establish perfect environmental geographic information systems. The paper studies and probes the management and announcement information of environmental state and environmental quality in the environmental management and bring forward the technology routine to design and realize the development of managementinformation system on environmental state and environmental quality based on geographic information systems which provides practical plan for valid management of environment information.The paper emphasizes the research en developing plan of management information system on environmental state and environmental quality supported by technology of geographic information systems. It discusses the process of design and development for the whole system and relative technology, which includes systematic user interface, systematic structure design, design and establishment of systematic database, realization of systematic function, systematic developing mode, soft and hard configuration and so on. Furthermore, the paper builds special database of environment information of Shanxi province, practically operates the suggested technology plan and realizes basic function and special analyses function of geographic information systems with the instance of the development of management information system on environmental state and environmental quality of Shanxi province, as provides managing method for environment management of environment protection department in Shanxi province. Based on these, the paper studies relative key technology.First, the paper not only studies and researches relative technology of management of mixture of vector and grid data, integrative management of special attribute data, integration of many source data and management of data like sea, but alsomanages database with ArcSDE in the instance and provides technology plan of what we say above, and the same time ,it provides effective solutions of servers for system; Secondly, the paper uses open technology of geographic information systems to realize transfer web data and web publishing data, tries to research the data share and safe data problem and takes use of MapObjects IMS to proceed second development and realize the plan of publishing data; Thirdly, It studies the module on geographical information system and environment and the integration of means base, provides technology plan of putting various modules and ways on environment into management information system on environmental state and environmental quality to realize environmental quality evaluation, decision analysis and predicted alarm and forecasting on environment and so on. Finally, the paper studies the application of sectional piece technology in the systematic development and uses MapObjects sectional piece to develop in management information system on environmental state and environmental quality of Shanxi province to realize the function of inquiry of graph-attribute each other, production of statistics diagram and topical diagram, special buffer analysis and so on, so that it reaches visual operation and analysis of environment information.This paper regards environmental protection work of Shanxi as the basis of consulting. And it has carried on practical application to relevant technological schemes, having offered thesupport on technology for the fact that the whole environmental protection work goes on the informationization, networked, practical road.
